Feedback on Proposal to Amend InvestEU Regulation for Efficiency and Reporting Simplification

May 2025

Our feedback on the European Commission’s proposal to amend the InvestEU Regulation highlights a critical gap: the omission of digital relevance in a programme central to the EU’s green and digital transitions. While welcoming the increased funding and efficiency measures, we urge the integration of digital enablers—particularly Digital Product Passports (DPPs)—as a condition for InvestEU support. Linking financing to interoperable digital solutions would enhance supply chain transparency, automate compliance with regulations like CSRD and CBAM, and future-proof EU investments. We propose specific legislative amendments to embed this digital dimension and align InvestEU with the EU’s broader competitiveness and sustainability goals.
